02.06.2001 The Social Adaptation Program Director was invited by the Human
Resources Directorate of the Romanian Ministry of Defense, for
mutual discussions in the period 30 May - 01 June 2001 in Bucharest.
Both sides made detailed presentation and analysis of the Social
Adaptation Programs of Bulgaria and Romania. The Social Adaptation Program Director presented the cooperation of the
Resource Center Foundation with the Ministry of Defense with regards
to the Social Adaptation Program - the undertaken procedures,
reporting and accounting, defining the partners’ obligations,
motivation courses structure and method, job search method, choice
of retraining courses, etc. The Romanian representatives expressed their experience - approval of
the separate elements of their Program from NATO, realization,
result reporting, cooperation with other state institutions,
distribution of the responsibilities among the Program’s partners,
etc. As a result from the briefings and discussions, the Romanian
side declared its interest for a further study of the Bulgarian
implementation model. The following decisions were agreed by the
parties: ·
The
Open Society Institute New York will identify a Romanian NGO to
establish cooperation with the MoD on the Romanian Social Adaptation
Program. The personnel of the selected organization will be trained
by the Resource Center Foundation and the Bulgarian model will be
adapted and realized in Romania; ·
Open
Society Institute New York will identify a Romanian NGO to start
negotiations with the MoD for establishment of cooperation for the
Program’s development - a Pilot Project for conversion of 1 to 3
military bases, to be closed. The Romanian NGO will operate in close
cooperation with the Resource Center Foundation in order to create a
unified model, which will lay the foundations for development of a
regional model for military base conversion. The unified model will
be presented to the Stability Pact; ·
The
Open Society Institute New York will identify a Romanian NGO to
start negotiations with the MoD for establishment of network of
business training centers, responding to the local needs and
opportunities. Priority will be given to the redundant military
servicemen. The Resource Center Foundation’s experts will train
the Romanian NGO’s personnel and the Bulgarian model will be
adapted and applied in Romania. |
