First round of the Grant giving Program
All
applications accepted were distributed between independent
experts. Each project was evaluated by two independent
experts, and the rule was obeyed that no expert should be
aware of who is the other one evaluating the same project.
Moreover, experts signed a Declaration for lack of conflict
of interest. Evaluations were made according to the
preliminary stated in the Application form criteria:

Conformity of
project with stated goals and priorities of DemNet Program;

Experience of
the organization in the same field of activity for which it
is applying;
-
Realism in
selecting goals;
-
Approach/methodology in project implementation;
-
Conformity of
budget with proposed activities;
-
Sustainability of project results;
-
Adequacy of
project management tools;
-
Presence of
self-evaluation tools;
-
Consistency
of work schedule
-
Initiation of
partnerships, lobbying, advocacy, etc.
After the
expert phase was completed, projects were entered at a Board
meeting to be approved. As a result, 13 projects were
granted (as some budgets were reduced), 8 in Democracy
Strengthening Area and 5 in the Economic Development Area.
